According to the New York State Department of Civil Service PMI site, they write:

For many years, the Public Management Institute (PMI) has served as an important vehicle for bringing exceptional individuals with the capacity for leadership to careers in New York State government.

But they have canceled the program:

It is with disappointment and regret that we must announce suspension of the 2009 New York State Public Management Institute. Despite all efforts, the unprecedented fiscal challenges and resulting budget deficits have made it impossible to continue the program until further notice.

Among all the possible budget reforms Albany must act on they did not need to have cut this program.

If the PMI institute brought exceptional leaders to the State, then why was it cut?

Now more than ever NY needs exeptional leaders.

Please sign this petition and show Albany that we believe in new leaders, expetional leaders than will help our state. Show our state goverment that we believe in change by signing this petition to reinistate the PMI program so we can send progressive leaders back into our goverment to change it.
